ceramic or material engineers only: how to make china?

I have a small business project for a special type of filter that needs oval, pea sized china to take the place of gravel.

The china must not fracture or flake if stirred as a slurry.

I was wanting to make a small batch in the ovens at local school or ceramic shop for a test batch, and scale up at a local brick factory if the tests are successful.

What kind of clay to use, how to make the molds ect. Maybe the word china is not proper. It must be non-porus, resistant to mild ph values, not flake.
