The best material to sculpt?

I'm a Daft Punk helmet. This is a fairly simple question, I suppose. Im looking for the best material that I can carve using tools so you can make a positive mold. Basically, I want to burn, and be able to cover with something like papier mache, or even fiber glass directly into the mold, so that I can do it multiple coating as the final product (no electronics and cosmetics) Im thinking that I can make polystyrene. obtain a large block of the same and the basic concepts of design, uses a cutting hotknife the rough shape, refine, and cut to size (which would be a little smaller than necessary, by the width of the material to misuse), then I can do whatever method is easier to make the final product.
