Is the design of systems are often "trained incapacity?

Is the system design so difficult? In principle, the system consists of sensors and effectors. For at least one of the sensors and effectors, we can postulate that there will be a model program. Therefore there will be scenarios that illustrate that the sensor or effector. A scenario for a sensor or other effectors can be created by translating an existing reality. So the system design is reduced to create automated tools to translate from one setting to another. So at least the system designer wants to be supplied with model programs subsystems. Most system designers are not supplied with this minimum, it seems to be an element of "trained incapacity" engaged in system design. To Peter: Fantastic information. Thank you.

Although I'm sure the system designer would appreciate the existing model progams that run the risk of degradation of work, while for all peripheral tasks of an application design a complete nuts and bolts level System-understanding is essential. In the form of a system usually consists of power and sensor input, power and signal modulators, computer (or PLC) more signal modulators and finally return to the sensor with another computer / signal modulator comments run the control. And of course a system always includes work completion and the person doing it.
