What is carved in the stones around the base of the Houses of Parliament buildings in London?

Can you be more specific as to which part of the buildings? I’ve looked at photos I’ve taken in 2004, and I don’t see anything carved around the base. Higher up, of course, there are many gargoyles, corbels, etc.
