What material should be used to strengthen my packing tape sculpture?

My students have made a statue using the method packing tape. Now we want to strengthen that can put the clothes in the computer and paint it to look like a statue carved stone. Should I use paper mache, gypsum, plaster of Paris? I fear that the board does not stick to the tape and other options will be too heavy. Suggestions? If this issue is family, I asked the same thing last week but should not have been registered in British Columbia, I never could find the results. Thank you in advance for your help!

Band sculptures are delicate in design, so I paint only slightly surface. To strengthen the core, can daily material and / or foam sprayed.
